Rental e-scooters and e-bikes could soon reach well past International Drive. Orange County commissioners are set to vote Tuesday, October 13, on contract extensions for the county's two scooter operators, Lime and Blue Jay, that would also add a new service area south of State Road 528 (the Beachline). That puts SeaWorld, Discovery Cove, Palm Parkway and Orlando Vineland Premium Outlets inside the proposed zone.
Both items are on the October 13 consent agenda (26-1186 for Blue Jay, 26-1187 for Lime). Each would extend the operator's contract from November 1, 2026 through October 31, 2027 and change "the program scope and operations." County staff describe it as "a measured expansion of service."
What the plan changes
The staff memos, dated September 17, list three changes.
- A cap of 100 devices inside the existing I-Drive service area.
- Two new service areas. One is the "I-Drive corridor, south of State Road 528." The other covers the University of Central Florida area.
- Tighter county oversight of "device balancing, parking, geofencing, and coordination during major events."
Each contract is expected to bring the county about $54,750 over the extension year, at no cost to the county.
Where the potential hubs are
A county map dated September 14, titled "Proposed Operational Area, South 528," marks dozens of potential hubs. Most sit at bus stops, hotels and shopping centers. The ones visitors will recognize include the following.

Today's I-Drive service area runs roughly from Carrier Drive down to Destination Parkway and the Beachline. The proposed zone carries the program south across the Beachline for the first time.
What it means for a Disney trip
Scooters will not take you into Walt Disney World. The proposed zone stops at the edge of Lake Buena Vista, and none of the hubs on the map are on Disney property.
The change matters most if you stay off-site along Palm Parkway or Vineland Avenue, just north of Disney Springs. Those hotels sit near Exit 68 on I-4, and the outlets, restaurants and Lynx stops nearby are short hops that are a hassle by car. If the plan goes forward, a scooter could cover that last mile. Staying near SeaWorld or the south end of I-Drive works the same way.
What is not decided yet
- The vote. These are consent items, which usually pass without discussion, but commissioners can pull any item for debate.
- The hubs. The map labels every location a "potential hub." The final list could change.
- The launch date. The extensions start November 1, but the memos give no date for scooters to show up in the new areas. Staff say the extra year gives the county "sufficient time to evaluate the expanded service areas."
- The long term. The county calls this a bridge to "a comprehensive countywide micromobility program" and a new contract after October 2027.
